PBA Commissioner Chito Salud yesterday declared that he will not
hesitate to throw the book at erring teams if he established proof of
alleged salary cap violations.
“Should I find actionable cases of salary cap breach, I will not waste
time sanctioning the guilty parties. Violators be warned,” Salud
cautioned.
In the same breath, the PBA chieftain also reminded Alaska team owner
Wilfred Uytengsu to be careful with his allegations of salary cap
violations by some teams.
During a press conference last Thursday, the outspoken executive said
his team would leave the PBA if the league can’t control salary cap
violations.
“The matters that he brought up, particularly the alleged violations
of salary cap, are critical issues which must be discussed in
reasonable manner, primarily within the confines of the PBA board
room.
“To be clear, what Mr. Uytengsu advocates -- the upholding of the
rules of the league -- is also my advocacy. I believe that the vast
majority of our players and team officials abide by the rules, so it
is unfair to tar them with sweeping statements,” Salud said.
“Let’s call a spade, a spade. By its very nature, this is one issue
where proof is hard to come by and inuendos easy to make. But it does
not mean it does not happen.”
At present there are 15 players who are being paid the maximum salary
out of the 140 or so players with live contracts in the PBA.
Salud revealed they are being monitored by the Commissioner’s Office
along with other players who are being paid close to the maximum
salary.
He stressed that he has taken a pro-active position on the matter, but
with discretion on the issue by not being vocal about it to prevent a
trial by publicity.
“There are legitimate reasons for a player to move from one team to
another; better chance at a championship, better coach-player
chemistry, more playing time, etc. In short, it’s not just about the
money,” Salud stressed.
Salud stressed that he strictly examines player movement and decides
to look deeper into it if he finds reason to so.
He said it is not true that nothing can be done to address the issue.
“I can bring in external parties, if necessary, to allow for deeper
scrutiny.
“I will consult with all the team owners individually and harness
their collective experience and viewpoint on the matter to resolve
once and for all accusations of salary cap violations,” he said.(pr)

PBA Commissioner Chito Salud suspended coaches Pido Jarencio of Max!
Bond Super Glue and Luigi Trillo of Cebuana Lhuillier and two players
for one game in the aftermath of the bench-clearing skirmish that
spoiled the two teams encounter in the PBA D-League Foundation Cup
last Thursday.
Fines totalling P64,500 was also imposed by the commissioner who
summoned all those involved in the incident at his office on Monday.
Junjun Cabatu of Max! Bond Super Glue and Ariel Mepana of Cebuana
Lhuillier also drew one game suspension for taking a cheap shot at
each other that set off the scuffle and emptied both benches. They
were also fined P5,000 each.
In the case of the two coaches, Salud said Jarencio and Trillo
committed an act classified as “conduct unbecoming of a head coach”
for engaging each other in a heated verbal and physical altercation in
full view of the public.
The two coaches were also fined P10,000 apiece.
Jarencio will serve his suspension on Tuesday, certainly not the best
of time as the Sumos try to close out their campaign in the
classification round with a crucial win against the FCA Cultivators in
their scheduled game 2 p.m. match at the Meralco gym.
The Sumos (3-2), who are coming off a 58-73 blowout against the Gems
(4-1) are hard-pressed to win against the Cultivators (3-2) to win to
stay in contention for the second outright quarterfinal berth in Group
B.
“Wala tayong Magagawa kung iyon ang desisyon,” Jarencio.
Trillo’s suspension takes effect next Tuesday when the Gems battles
co-leader Cobra Energy Drink at the close of the classification round.
The commissioner also penalized sumo Riel Cervantes and Gems’ Jonathan
Semira, Alfred Mandani, Kelly Nabong and Jason Escueta P5,000 each
for entering the playing court while the incident is in progress.
Narciso Llagas, who was on the court when the scuffle took place, also
drew P5,000 for engaging in an altercation with members of the
opposing team while game officials are reviewing the incident.
Also fined but for different offenses were Sumo Roel Hugnatan (P1000/
second motion) and Rudy Lingganay (P1,750 / flagrant foul penalty 1)

PBA D-League formally sets in motion

A new era dawns in the country’s basketball landscape as the PBA
Developmental League (PBA D-League) formally sets in motion Saturday at The
Arena in San Juan.
An exciting doubleheader ushers in the staging of the maiden
tournament to be known
as the Foundation Cup, with Pacific Pipes and PC Gilmore providing the
breakthrough game of the newest cage tournament in the land designed
to hone talents eventually play for Asia’s pioneering pro league.
The two teams take to the floor just before noon, shortly after a
lively opening ceremony officially welcoming the 13 pioneering ball
clubs.
PBA chairman Rene Pardo and PBA Commissioner Chito Salud will grace
the short but colrful rites to welcome the PBA D-League’s member clubs and
declare the conference open.
From the Philippine Basketball League (PBL), the Cobra Ironmen take
their act to the D-League, battling the Maynilad Water Dragons in the
main game set at 2 p.m.
Handled by collegiate champion coach Frankie Lim, the Dragons are
bannered by the
core of the San Beda squad that went undefeated in 18 games last
season to win the
NCAA men’s basketball title. At the helm of Maynilad’s campaign are
Red Lion stalwarts Garvo Lanete, Rome de la Rosa and season and Finals
Most Valuable Player (MVP) Sudan Daniel.
Cobra will be mentored by former University of the East Warriors head
coach Lawrence Chongson with former PBL MVP Paul Lee as their
designated go-to-guy.
PC Gilmore meanwhile, will be boosted by the roster of the St. Benilde
Blazers under Coach Richard del Rosario, whose wards will be headed by 2010 NCAA
Rookie of the Year Carl John Lastimosa, nephew of PBA great and
current Alaska assistant coach Jojo Lastimosa.
The PBA D-League’s inaugural season will also see former playmaker
Topex Robinson finally branching out into coaching as he is tasked to
call the shots for Pacific Pipes, which tapped the services of
one-time PBL MVP Vic Manuel and PBA free agent Jim Bruce Viray.
The 13 teams have been bracketed into two groups for the classification phase.
PC Gilmore and Pacific Pipes are bunched together in Group A along with Pharex
Naproxen Sodium, Freego Jeans, Blackwater Elite and the NLEX Road Warriors.
Belonging to Group B are Maynilad, Cobra, Café France, Cebuana Lhuillier, FCA
Cultivators, Max! Bond Super Glue Sumos and Junior Powerade Tigers.
The top two teams in each group advance to the second round of the

FINAL BLUE PRINT OF PBA D-LEAGUE READY
Is the formation of a PBA Development League as inevitable as it is imperative?
Indications point to both conclusions.
On Jan. 25, PBA Commissioner Chito Salud will present to the PBA Board
of Governors a blueprint of a farm league inspired by the NBA D-League
and which seeks to serve as a stepping board for collegiate players
eyeing careers on the professional stage.
At least three companies – San Miguel Beer through alternate governor
Robert Non, Meralco through governor Ramon Segismundo and Maynilad
through former chairman Ricky Vargas – have signified their intention
to field teams.
The D-League will be open to other interested ballclubs not belonging
to the PBA, the Office of the Commissioner said.
“The PBA is not just about being the country’s top sports
entertainment league,” Salud said. “Our constitution mandates us to be
involved in the development of Philippine basketball and to encourage
greater participation in the game by opening new areas of
competition.”
With its passage with the governors all but guaranteed, the D-League
is looking at a February or March launch. No name has yet been
mentioned as a possible tournament director.
A non-PBA company, Healthwell Nutraceuaticals, reportedly has also
sent word of its interest to join.
Just recently, PBA chairman Rene Pardo said the D-League has been
approved in principle with Salud tasked to refine the mechanics for
their formal approval.
“The consensus was that we need a jump-off league for amateurs looking
to go up to the PBA,” said Pardo. “The board made some inputs for the
commissioner to consider.”(PR)

SALUD SUMMONS CONE FOR 'CRITICAL' REMARKS
PBA commissioner Chito Salud met with Alaska Aces head coach Tim Cone
yesterday regarding statements attributed to the latter criticizing
the three-conference format, import handicapping and one-sided trades,
among others.
No sanctions were meted out, but Salud cautioned Cone from coming out
with similar statements in the future.
“While we acknowledge that the statements were well-intentioned and
that there was no malice on the part of coach Tim, we reminded him to
be more cautious in making statements to the media that tend to be
harmful to the league,” said Salud.
The new commissioner added that he welcomed spirited debates on any
league matter, but he likewise pointed out that the season format,
which will revert back to the three-conference schedule, and the
import handicapping scheme were already approved by the Board.
“It would have been proper had he raised his points before the
measures were approved by the Board,” Salud said.
The meeting, which lasted an hour and a half, allowed Salud and Cone
to discuss several league matters, among them free agency and the
salary cap. The former thanked the champion Alaska mentor for his
valuable inputs, which will be taken and considered as the
Commissioner’s Office takes a closer look at the current policies and

PBA CONDOLES WITH HONG KONG PEOPLE
The Philippine Basketball Association has decided to cancel its 3-day planning session scheduled in Hong Kong on September 1 to 3.
After observing the developments in the on-going investigation by the Philippine authorities of the hostage-taking incident and wishing to express its sympathy and unity with the family and friends of the hostage victims, along with the people of Hong Kong, the PBA has thought it wise and prudent to hold its annual planning session in a local venue instead.
“We don’t want to give the impression to our Hong Kong neighbors that we are insensitive to their grief. We also want our authorities to conclude their investigation to address the concerns and sentiments of the Hong Kong people,” Chairman of the Board of Governors Rene Pardo said.
Atty. Chito Salud, PBA Deputy Commissioner, for his part added, “the Board had this Hong Kong planning trip long scheduled in its calendar. When the hostage-taking incident occurred, the Governors were understandably alarmed and closely followed the developments here and in Hong Kong. Sentiments of grief and frustration are still running high on all sides. They thought it best and prudent to show solidarity and sympathy with our Hong Kong brothers and sisters at this time.”
Among those to be tackled in the planning session are matters pertaining to the three-conference season format, the planned D-League and the request of the Samahang Basketbol ng Pilipinas for some PBA players to join the national team to the Asian Games in Guang Zhou in November.(pr)
